Pennsylvania Minimum Wage 2026: Still $7.25, With Bills Pending in Harrisburg

Pennsylvania’s minimum wage is $7.25 an hour, matching the federal rate and unchanged since July 24, 2009. Several bills proposing an increase — including a few that would reach $15.00 — have been introduced in Harrisburg, but none had been enacted as of this page’s last update. State law also preempts local minimum wage ordinances, so cities including Philadelphia cannot set a higher rate for private employers on their own.

The current PA minimum wage for 2026 is $7.25 an hour, the same as the federal rate, and $2.83 in cash wages for tipped employees. The Pennsylvania Department of Labor & Industry states the rate simply: “The minimum wage in Pennsylvania is $7.25 per hour.”

The closest the state has come to a change this year is House Bill 2189, which would raise the minimum to $15 an hour. It passed the Pennsylvania House on March 24, 2026, but has not passed the Senate, so it is not law. Until a bill clears both chambers and is signed, $7.25 remains the Pennsylvania minimum wage.

What this means for hiring

Pennsylvania’s tip credit has a wrinkle worth knowing: the credit only applies once an employee’s monthly tips reach $135, and an 80/20 rule limits how much non-tipped side work a tipped employee can do before the credit stops applying. With bills pending but not enacted, $7.25 is the number to plan around for now, but it’s worth checking back periodically — Harrisburg has moved on this before without much lead time.
