Billboard Recruitment Ads: Are They Worth It for Hiring Drivers and Hourly Workers?

Billboards are worth it for recruiting when you need local awareness near a terminal, plant or new facility, especially in rural markets with few other media. They can’t target drivers or hourly workers specifically, and nobody can tap a billboard to apply, so they can’t be measured per applicant unless you give them a unique short URL or text code. They work best as a backdrop to ads people can tap to apply, such as Facebook and Instagram job ads, not as the whole hiring plan.

When billboards make sense for recruiting

A billboard reaches everyone who passes a fixed point, and you pay for all of them, though only some could do the job. It earns its place in three situations.

  • Drivers near a terminal or yard. A board on the route into your terminal, or near a truck stop your drivers use, reaches the people who already drive that road.
  • A new facility opening. When a plant, warehouse or care center is about to hire a whole staff at once, a board near the site tells the town the jobs exist, before anyone searches for them.
  • Rural markets. Where there are few local media and the same highway carries most of the workforce, a single board covers a large share of the people who could commute to you.

What billboard recruiting costs

Billboards are priced per face, for a set period, by the operator that owns the structure. The rate depends on the market, the traffic past the board and whether it is static or digital, and it is quoted on request rather than published. To compare a quote with other media, convert it to cost per thousand impressions (CPM): the price divided by the operator’s audience estimate, times 1,000.

The most recent named benchmark we found is the Solomon Partners 2025 Major Media CPM Comparison, hosted by the OAAA, with out-of-home figures that Solomon says were “provided by DOmedia, based on contracts executed through the platform.”

Those CPMs count everyone who passes. What matters for hiring is how many hold a CDL or would take the shift, and how many apply. No rate card tells you that.

Digital vs static billboards

A static board shows one printed message for the whole period. You own the face; the design has to hold for weeks, so it can’t carry a date. A digital board rotates several advertisers. Lamar, which describes its network as the largest of digital billboards in the U.S., says on its digital product page that “ads rotate in a slide show fashion every 6 to 8 seconds” and that advertisers can “change your message as often as you want with no production cost.”

  • Choose static for a standing “now hiring” message near a terminal or plant, where one board on one road does the job for months.
  • Choose digital for anything with a date: a hiring event, an open house, a sign-on bonus that ends, or a message you want to change by shift or season.

Digital boards share their time, so you get a slice of each rotation rather than the face full-time. Ask the operator how many advertisers share the loop.

Designing a recruiting billboard: seven words, the pay, one URL or text code

Lamar’s design tips put the constraint bluntly: “exposure time is typically four to five seconds. So say it loud and say it clear, but say it in seven words or less.” For a recruiting board, that leaves room for three things:

  • The job and the pay. “CDL-A drivers, home nightly” plus the rate or weekly pay in large type.
  • Who you are. Your logo, big enough to recognize at speed.
  • One way to respond. A short, memorable URL or a text keyword to a number. Not both, and never a phone number plus a web address plus social handles.

Sample boards. “Local CDL-A. Home nightly. Text DRIVE.” “Now hiring 200. Warehouse, weekly pay. Text JOBS.” Put your actual rate on the board if you can fit it, and send the text or URL straight to a short mobile application.

Measuring a billboard vs cost per applicant on social

A billboard has no click, so the response path has to be built in. Give the board its own URL or text keyword that appears nowhere else, and tag it at the landing page. Google’s campaign URL documentation even uses “billboard” as its example value for the utm_source parameter. Then count completed applications from that source in your ATS for the length of the flight, and divide the billboard’s cost by that number. Some people will see the board and search your name instead, so the measured response is a floor, not the whole effect.

Here is the number to compare it with. In Boostpoint’s 2026 Social Job Advertising Benchmark, CDL truck driver campaigns on Facebook and Instagram cost a median of $26.86 per applicant, with the middle half between $17.00 and $42.31. In the same Boostpoint benchmark, the Warehouse / production family ran a $9.83 median.

If your billboard’s tagged applications cost more than your social cost per applicant for the same role, the board is buying awareness, which may still be worth it for a facility opening. Cost per applicant is not cost per hire; compare hires by source in your ATS before deciding.
