Why frontline hiring breaks the job board model
Frontline workers — caregivers, machinists, drivers, crew members, warehouse staff, applicators — make up the majority of the American workforce and almost none of the assumptions built into recruiting software.
Job boards run on search intent. Someone decides they want a job, opens a site, types a title, and scrolls. That model works when candidates are actively looking and willing to sit at a keyboard. Frontline hiring violates both conditions:
They're already employed
A machinist with six years on the job isn't refreshing a careers page. Neither is a CNA working days at a facility twenty minutes away.
They apply from a phone
Often on a break or between shifts, with limited patience for a fifteen-question form.
The active pool is contested
In any given week, the number actively searching for your role in your radius is a fixed, small number — and every competitor is bidding on them.
Social advertising inverts the model. Instead of waiting for someone to search, it puts the role in front of qualified people who weren't looking, then qualifies them at the application. What follows is what that costs.

That's a nineteen-fold spread across the frontline workforce — from $2.31 for a warehouse associate to $44.58 for a licensed therapist.
Any single "cost per applicant" benchmark that ignores role is close to meaningless for planning.
The CNA and therapy figures rest on smaller samples than the rest, so treat them as directional.
What actually drives the spread
Three factors explain most of the variation, and none of them is the one people expect.
1. Scarcity of the credential, not the level of it
The intuitive assumption is that skilled roles cost more. The data says something more precise: cost tracks how many people in a given radius hold the credential, not how skilled the work is.
A CNC machinist costs $3.95 per applicant — less than a CNA at $6.82, and a third of a maintenance technician at $12.07. Machinists are genuinely skilled and genuinely reachable. Maintenance and controls technicians are the roles every industry report flags as hardest to fill, and the cost data agrees. Therapy roles, where the licensed population in any market is tiny, sit at the top.
If you're budgeting a hiring plan, ask how many people within thirty miles hold the credential — not how hard the job is.
2. How thin the local labor market is
Rural markets invert the usual economics. Media is cheap — CPMs run roughly a third of dense markets — and frequency runs high enough that you can put a role in front of most of the eligible population repeatedly for a modest budget.
But cost per applicant runs higher, because the qualified pool is genuinely small.
In a thin market, a more expensive applicant who exists beats a cheaper applicant who doesn't. When a job board produces nothing in a county, cost per applicant isn't low — it's undefined.
3. When you run the campaign
Seasonal industries pay a seasonal premium. In our agricultural campaigns, a campaign launched in May cost roughly 2.8 times what an August campaign cost — and produced fewer applications while doing it, because by May everyone in the region is hiring the same roles from the same pool and anyone who was going to move already had.
If your hiring is seasonal, recruiting six to eight weeks ahead of need rather than at the point of need is likely the largest single cost lever available to you.

Industry averages are less useful than role averages, because most employers hire a mix. A senior living operator hiring caregivers and RNs sits at both ends of the range simultaneously.

Who actually applies to frontline job ads
This is where the data contradicts the most common objection we hear — that social advertising reaches teenagers rather than experienced workers.
Nearly half of all frontline applicants — 48.4% — were aged 45 to 64, and they were the least expensive to acquire.
Applicants vs. impressions by age band
The multiplier is the conversion index — share of applicants divided by share of impressions. Above 1.0× means that age band produced more applicants than its exposure would predict.
Applicants aged 18 to 24 accounted for 4.0% of applications at a higher cost than any group except those over 65. The 45–54 and 55–64 brackets each produced a larger share of applications than of impressions — converting above their exposure — while 18–34 did the opposite.
We didn't select for this
Employment ads in the United States run under Meta's Special Ad Category, which removes age targeting entirely to prevent discrimination in hiring. Every advertiser operates under the same rules. This is organic response.
One pattern worth knowing: physical demand flips the curve
Across most frontline work, older applicants are cheaper. In physically demanding trades and agricultural roles, it reverses — mid-career applicants in their late thirties are the cheapest, and cost rises steadily with age from there.
That's a useful planning signal. If you're hiring for sustained physical work, the applicant profile you'll reach most efficiently skews younger than it does for driving, clinical or production roles. If you're hiring drivers or caregivers, expect an experienced pool — and price it accordingly.
A finding on gender that surprised us
Across all frontline applications
A near-perfect split, at effectively identical cost.
Individual verticals skew heavily — 94.7% male in driver campaigns, 79.8% female in healthcare, 84.9% male in trades. But across the frontline workforce as a whole, the channel delivers a balanced applicant pool at the same price per applicant either way.
This matters for two reasons.
Employment ads cannot target by gender under Special Ad Category, so this balance is organic rather than engineered.
And for employers working to broaden their applicant base in male- or female-dominated trades, the cost data suggests there's no premium attached to doing so — in most verticals we measured, the underrepresented gender cost the same or less per applicant.
The most fixable problem in frontline recruiting
One number in our data varies more by employer than by industry, and it's entirely within your control: the share of people who click your ad and go on to finish the application.

The gap between 17% and 10% is not candidate quality. It's form length.
Frontline applicants are applying one-handed — on a jobsite, in a break room, in a truck cab, often on poor signal. Every additional question costs completions.
Employers who ask the two or three things that genuinely disqualify someone convert at nearly double the rate of those who front-load certification uploads and fifteen-field forms.
If your completion rate is under 10%, that is almost certainly the cheapest improvement available to you — cheaper than more budget, better creative, or a new channel.

The role becomes an ad, not a listing
A job posting is a document. An ad is creative built to stop a scroll. For frontline roles it leads with the three things people screen on first: pay, schedule, and location. Requirements come after, if at all.
Creative has to be refreshed before it fatigues — a single ad running unchanged for months is the most common reason self-managed campaigns look promising for three weeks and then flatten.
Qualification happens at the application, not the audience
Special Ad Category removes detailed audience targeting for employment ads. You cannot build an audience of "CNAs who can work nights" or "machinists with five years of experience."
Every advertiser operates under the same rules, and it's the single most misunderstood constraint in this category — most self-managed campaigns fail because teams try to target their way to quality and can't.
What you can do is qualify at the point of application, with a short set of knockout questions covering licensing, experience, availability and travel radius. People who don't meet your minimums screen themselves out before reaching a recruiter.
Follow-up in minutes, not days
Frontline candidates apply to several employers in one sitting. The employer who responds in five minutes beats the one who calls back in two days, almost regardless of the offer.
Automated SMS on submission is not an enhancement in this category — it's most of the difference between an applicant and a hire.
When this isn't the right approach
It doesn't work everywhere, and it's cheaper for both of us to say so up front.
Highly credentialed or specialized roles
Nurse practitioners, controls engineers, senior clinical and plant leadership are better served by search firms. Our therapy figures show what happens as the qualified population narrows.
A single opening
The economics work best with steady hiring need, multiple sites, or seasonal ramps. For one role, referrals and a job board posting are usually enough.
When the offer is the problem
If pay or schedule is below market for the role and region, advertising surfaces that faster and more expensively. Fix the offer first — no channel outruns a bad one.
If you can't respond same-day
Applicants arrive in volume and go cold within hours. Without someone working them quickly, you'll pay for candidates you never reach.

Why do some skilled roles cost less than unskilled ones?
Because cost tracks how scarce the credential is in a given radius, not how skilled the work is. More than from job boards — that's the tradeoff for reaching people who weren't searching. Knockout questions filter most of it. The balance matters: too little screening and your team drowns, too much and your completion rate collapses. Our data shows completion varying from 10% to 17% almost entirely on form length.
Does this replace job boards?
Usually not. Most employers run both — job boards capture active searchers, social reaches the larger population that isn't looking. Where social tends to replace spend is staffing and temp agency fees, which cost far more per hire.
How long before we see applicants?
Campaigns typically produce applicants within days of launch, though the first two weeks are a learning period while the platform calibrates. Judging performance on fewer than three weeks of data usually leads to the wrong conclusion.
