Connected TV Recruitment Ads: Does Streaming TV Work for Hiring?
Streaming TV ads can work for recruiting as employer awareness at scale: connected TV (CTV) reaches households watching ad-supported streaming, and lets you target by area and household. But viewers can’t tap a TV to apply, so CTV is hard to tie to applicants, and for hourly roles it is usually hard to justify on cost per applicant against social job ads people can apply from. Use it when brand recognition is the hiring problem, and pair it with ads people can apply from.
What CTV recruitment advertising is
Connected TV is television delivered over the internet to a TV screen, through a smart TV, a streaming stick or a games console. CTV advertising is the commercial break inside ad-supported streaming services and free streaming channels. A recruiting CTV ad is usually a 15- or 30-second spot about working for you, bought programmatically or directly from a streaming service, and shown to households in the areas you choose.

What CTV costs: CPM ranges from named sources
CTV is sold by the thousand impressions (CPM). Rates depend on the service, the targeting and the season, and most platforms don’t publish a rate card. The most recent named comparison we found is Solomon Partners’ 2025 Major Media CPM Comparison, hosted by the OAAA.

Those are broad industry estimates, not local rates. Ask any seller how a small area around one site changes the rate, and budget separately for producing the spot, which the CPM doesn’t include.
Targeting and fair-hiring rules on CTV
CTV targets households, usually by location and by data segments about the household. For a job ad, the demographic segments are the problem. Federal law makes it unlawful to publish a job advertisement “indicating any preference, limitation, specification, or discrimination, based on age” (29 U.S.C. 623(e)), and 42 U.S.C. 2000e-3(b) does the same for race, color, religion, sex and national origin.
Some platforms build this in. Google’s personalized advertising policy says that in the United States and Canada, employment ads can’t target audiences by gender, age, parental status, marital status or ZIP code, and that radius targeting requires at least 1 km around a location. Meta applies similar limits to employment ads through its Special Ad Category. Not every CTV platform has an employment category, so on those, the restraint is yours: target by area, not by who lives in the household, and let the spot’s message do the selecting.
Measuring CTV for hiring
A TV has no apply button. Most CTV reporting stops at impressions and completed views, which tell you the ad ran, not that anyone applied. To connect CTV to hiring:
- Put one response path in the spot. A short URL or a text keyword used nowhere else, on screen and spoken.
- Tag it. Give that URL its own source parameters so applications land in your ATS with a CTV source.
- Compare periods. Track applications from every source in the flight area before, during and after, since CTV mostly shows up as lift in other channels.

CTV vs social job ads for frontline roles
For hourly and frontline hiring, the gap between CTV and social is less about price per thousand than about what happens next. A social job ad sits on the phone the candidate is holding, names the role and pay, and opens a short application with one tap. A CTV spot has to be remembered until the viewer picks up a phone.
In Boostpoint’s 2026 Social Job Advertising Benchmark, the median Facebook and Instagram campaign cost $13.88 per applicant, and half of all campaigns landed between $6.48 and $29.74.

Choose CTV when awareness is the constraint: a new market, a rebrand, or a region where applicants don’t recognize your name. Choose social media job advertising when you need applicants for specific roles this month. Cost per applicant is not cost per hire.
